Janet has been providing property management since 1978 and started Horizon Properties in 1988. Building the company from the bottom up, she is proud to say that two of her original five clients are still with Horizon Properties today. Never having purchased accounts or employed mass marketing techniques, Janet prefers instead to build her company slowly, mostly through referrals.
Horizon Properties is led by Janet Regan. Janet holds a broker license with the California Bureau of Real Estate. She has been working in property management since 1978, starting Horizon Properties in 1988. Currently, Horizon Properties manages approximately 500 rental units, including single-family homes, duplexes, condos and townhouses throughout the greater Sacramento area. The company has a staff of 12 dedicated property management professionals who are ready to devote their maximum attention to each property.
Acting on behalf of owners conscientiously in a far more efficient and expert manner than they could manage without us. Actively communicating with owners to free them from obligations without taking them out of the loop. Personally answering all calls during business hours and talking with a real person who can help.
Our applications are run one at a time, starting with the first completed application received. The application fee is $50.25 per person and is non-refundable, except in the event the property of interest is already rented. Proof is required for all sources of income; unverifiable or under-the-table income cannot be considered.

Super unprofessional. Had me and another family waiting at a property 2 hours over our scheduled showing time with no communication as to why they were a no show. Called the numbers and emails provided with no response from either. Still have not described a response or explanation. They clearly need to conduct business in a more professional manner, people have lives and other things to do and they should know better than to waste someone's time by having us waiting in the hot sun for 2 hours with NO communication as to why they did not show up. Imagine if this was the other way around and a prospective tenant did this. Do better, Horizon Properties.

One of the worst rental companies I have rented from in over 30 years. We have rented many houses, apartments and townhouses over the years, with consistency on most. Unfortunately I did not do my research prior to renting here or from them. In our 5-1/2 Years, yes 5 and a half years of renting a house in elk grove I am very unhappy and disappointed.

We paid on time and always paid our debts to this company and the owners of said property. They and I blame it on the owners of the house for inconsistencies in repairs and work not being completed, but there is no way to prove it. Ungrounded, inoperable hot tub left for 4 years in the backyard, broke and inoperable, above the stove microwave left for 3-1/2 years in place, windows that were so old held condensation inside or them and plastic rotting on them, door to garage of residence only fixed instead of replaced even though they were aware it was not up to code (not a fire door), outside garage door left with hole in it from prior residents making the door unable to close during wet months, large gap in wall by switch in garage, leaky windows causing black mold.

I could continue but won't. Icing in the cake is, we recently moved out. I did not expect to get our deposit back and I did leave some of the house uncleaned. But not all. So there were charges incurred that I expected. We received a partial refund of our security deposit, which it should have been considering the condition we left it after that long of a tenancy.

We had some issues cashing it due to their bank not paying it, which were corrected and reimbursed appropriately but did take over a week to do. Please do due diligence when deciding to rent through here. Funny thing is ALL the owners love them. Tell me that's not a red flag. Sorry not sorry, for this review. My self and the owner of this business have discussed these issues, many of which she was unaware of.

I do appreciate her reaching out to me personally and making thing's more professional on their part by making it good and listening to my concerns. Just be your own advocate when renting/leasing from them.

Horrible. Accepts applications on first come first serve basis. It doesn't matter if you qualifications are better. Waste of money submitting an application.

I am a small time landlord with a few units in the Sacramento area. I am writing this review for Horizon even though I have not contracted for their services.* I'm actually overdue with this review. Sorry Janet and Richard (see 2020). I want to share though how responsive and professional my conversations have been with them. Janet is the owner and you actually get to speak with the owner!

Novel practice nowadays (cynic I can be) but what it really shows to me is their commitment to customer service. Richard was very informative and quick with providing a free rental analysis and data. And beyond that, they both have a patient and genuine sincerity in trying to be helpful with really good ideas for the questions and concerns that I had.

So if you are in the phase of interviewing PMs I recommend you speak with them to see what service they can provide. *If you want more details of my experience read on. I first spoke to Janet in spring 2018 and she was informative and patient. Richard provided data quickly. But I decided to DIY. In late 2019, I bought a fourplex and wanted to scale my business to allow more time to obtain properties and less time managing my properties.

It was a close decision but I chose a "larger" PM thinking that may be a better fit for my situation. By Fall 2019, I was having increasing concerns with the PM as I felt like I was managing the manager. They were not meeting my expectations and I had spent more of my time to resolve issues while still paying a PM a management fee. So I contacted Janet again (right before COVID) and wow. she was willing to provide advice and guidance (and remembered me too) even though I hadn't chosen her company.

That is the definition of a professional! Well fast forward we know what ensued.2020 happened. came and went and let's just say I let that other PM go. So why didn't I chose Janet and Horizon? "We all make mistakes". So here is the New Year and I am writing this long overdue review because I can't help but think why didn't I choose Horizon? Don't make my mistake.

I am a new landlord in Citrus Heights CA. My experience from the first call to my property being rented has been outstanding. Janet is so knowledgeable and caring. She answered all my questions and has great suggestions went above and beyond to help me find a tenant. I almost lost a great tenant if it were not for her thinking quickly and suggesting a solution for both tenant and owner.

The support staff is also very professional and responsive. From Richard listing the property and pictures on the internet, to Lisa and Tim facilitating the actual process, it has been a great experience. Thank you all for your help and expertise in the management of my property.

The worst property management company in the Sacramento area. All of the staff are hideously rude. They will squeeze every cent out of you for everything. Their deposits are 10 to 15 percent over every other property management in the area. They should rename their company; "Horrific Profit Management". Of course Horizon has no record of us because they covered up and/or got rid of their records from when we lived in Carmichael in 2009.

We lived on a divided property with shared storage. The tenant next to us moved out. When it was shown to prospective renters by Horizon, they left the storage open and we were robbed of $3000 of our belongings, we were forced to move out because of that incident. Nothing but denial, and 60% of deposit taken away of made-up charges. As of 6/7/2020, I have not changed anything but an addition to this review.

We were robbed, overcharged, charged additional fees after we cleaned the property, took advantage of our situation knowing we were moving a long distance, and kept the charges under the small claims court amount so we couldn't take you to court. Horizon Properties is a crooked company and no one should rent from you!

I was apprehensive to lease from Horizon after reading some of the Google reviews. I'm happy to say I had no reason to fret! It has been an absolute pleasure to work with Horizon. They are timely, polite, and proactive in ensuring that all my needs as a tenant are met or exceeded. Special shoutout to Lisa for helping us through the application process and to Crystal for helping us out throughout the tenancy. The heroes we need!

Application process was far too many steps. Kept requiring more and more documents after we thought they had everything they needed. Wanted us to pay double the security deposit because we had 3 months less than the requested 36 month rental history. Tried to charge us for a second visit to the house to verify the cat stench infused and stained carpet was replaced before we signed a contract. Took nearly 6 months to even begin to make repairs to items that were noted in the move in.

Their maintenance vendor had to hold on to our screen door for two months just to replace the screen, and the screen repair was done improperly. Started applying a bill we were paying separately to the county to our rent so now the rent is different every time and we can't use auto pay anymore, which has resulted in at least 2 late fees because the new bill was never communicated to us and we missed this unannounced charge. Charged us for supposedly missing a maintenance appointment, yet send people to my house at 6 at night unexpected, wasting my time which has value too.

They make it seem like the tenants are all wrong in their responses to their reviews. But how many people can really be wrong? They say their records do or don't show this. But if their records are as low quality as their business I wouldn't have too much assurance in their "records" either. Can't wait to stop giving horizon and their clients my money. Stay away from this company and their properties.

Horizon offers first rate management services that was invaluable for being able to rent a small apartment complex. They are responsible, ethical and easy to deal with. I am happily returning to them to help rent my place out again.

I have nothing but good to say about Horizon Rentals. The staff are always very friendly and eager to help. I have been leasing for 2 years with them. Any time i had an issue they answered promptly and were eager to assist. Maintenance is awesome, she even gave me a tip on how to save myself from a plumbing bill. I am totally happy with their services!

Horizon properties is an excellent property management company. So great I wish they would cover more of California. All of their staff is friendly and helpful. Even with all the complications involved with leasing my first rental property they were there. They found me awesome tenants, made timely deposits into my personal account and broke down every expense that I incurred for any repairs.

They were always sure to get my approval and find me the best deal possible before going forward with any work. I genuinely felt Horizon properties wanted to help and protect me. I felt comfortable working with them and I would recommend them to anyone. I would definitely use them again should I have another property to rent.

I have tried several times to contact this company. I keep getting a receptionist who refers me to another number to schedule a showing. I have left several voicemails for that person to whom I was referred, and have called back the receptionist several times to inquire if either place had been rented (since I was interested in seeing two properties) and if I could get someone to call me back. After 2 weeks of false promises and lies, I gave up. If this is how they're going to treat perspective tenants, I don't want to be their tenant.
